The centre-back moves to Parkhead on a four-year deal after making just two Premier League appearances for Manuel Pellegrini's side during the 2014-15 campaign.
He becomes Ronny Delia's first signing of the summer and admits he is looking forward to plying his trade in Glasgow.
"The manager came to see me in Manchester and I spoke to him about having me here and all the ideas he had for me playing for the team," he told Celtic's official website
“So I was very pleased with his plans and from that point I thought that moving to Celtic would be a good idea and we tried to do everything right for me to move here."

Boyata's departure leaves City with just Vincent Kompany, Martin Demichelis and Eliaquim Mangala as recognised central defenders in the senior squad.
