The coach has echoed the thoughts of captain Joey Barton following their relegation, while defender Clint Hill feels a change in culture at Loftus Road is a must.
A 6-0 mauling to Manchester City on Sunday confirmed QPR's relegation just one season after promotion via the Championship play-offs.
Facing a close-season of overhaul as QPR look to shift a number of high-earners off their wage bill, Ramsey echoed the thoughts of his skipper.
"I think if you go to any club there are going to be 'bad eggs' and those sort of people," Ramsey said. "What Joey probably alluded to is there are people who could have helped us who haven't helped us.
"Our fate is now where it is. But listen, there are lots of people at the club will be extremely disappointed in the way we conducted ourselves in the game.
"There are a lot of things I could say but I wouldn't want to put any bombs in place at this stage. Most of the stuff has been well-documented. At this stage it's for us to show a bit of dignity and class."
Meanwhile, Clint Hill feels QPR must use their relegation to force a change in culture at Loftus Road.
"It is devastating, everything we've done wrong all season happened in those 90 minutes against City," he said.
"At the end of the day we're not good enough and we've got to apologise our fans as a whole, for the whole season in not doing our objective of staying up, and try to regroup and build again.
"There is going to be a whole change, I think 15 or 16 players have their contract up at the end of the season, it’s a chance to rebuild. You need the right culture and characters at the club in the future."
