Goal understands the 24-year-old has been identified as the perfect competition for Kyle Walker following a season in which he impressed with a series of marauding displays from right back.
He is available for a cut-price of around €5 million following Burnley's relegation, therefore fitting in to a Tottenham budget limited this summer as they press on with the build of their new stadium.
Trippier completed the most completed crosses in the Premier League this season despite Burnley's struggles, and with Walker restricted to just 15 league appearances, Mauricio Pochettino is keen to source right-back cover.
The move draws into some question the future of US international right-back DeAndre Yedlin, who has yet to feature in the top flight since joining from Seattle Sounders in the winter.
Manchester City, who brought Trippier through their youth academy before selling him to Burnley in 2012, stand to reap around €1.5m from the transfer thanks to a sell-on clause.
